The Navy method estimates body fat from a handful of circumference measurements rather than directly measuring fat tissue, which is what makes it fast and accessible but also less precise than clinical methods like DEXA scanning or hydrostatic weighing — expect it to be accurate to within a few percentage points for most people, and less reliable for those with atypical body proportions (very muscular or very tall/short individuals in particular). Measuring at the same time of day, in the same conditions, and with consistent tape placement matters more for tracking change over time than any single reading does in isolation.
