Cycling speed is far more sensitive to conditions than running pace because air resistance rises with the square of speed — above about 20 km/h, most of your effort goes into pushing air aside rather than moving mass. That's why a small tailwind, a tuck position, or drafting behind another rider produces outsized speed gains, and why the same power output yields very different speeds on flat roads versus climbs. Treat any single average as specific to that route and wind.
