A percentage decrease is always calculated against the original, larger value, so a fall from 200 to 150 is a 25% decrease. The figure can't exceed 100% for a quantity that can't go below zero — a 100% decrease means the value has dropped to nothing. Note that stacking discounts don't simply add: two successive 20% reductions leave you at 64% of the original, a 36% total cut, not 40%.
